Taxation Statistics – September Quarter 2025

The Taxation Statistics series is a quarterly publication presenting Value Added Tax (VAT) data for the Cook Islands. The series examines VAT collected on sales of goods and services and income, in relation to purchases of goods and services across all industries. These statistics provide an indicator of economic activity and consumption patterns within the economy.

Key Facts – September Quarter 2025

  • The September quarter 2025 saw a Gross Turnover of $352.9 million across all industries, up 12.9 per cent from $312.6 million in the June quarter 2025. Compared with the same quarter last year ($322.0 million), turnover rose 9.6 per cent, reflecting continued year-on-year growth.
  • Total Value Added Tax (VAT) collected on Sales and Income reached $42.3 million, up 12.8 per cent from June 2025 ($37.5 million). and 11.3 per cent higher than September 2024, reflecting continuous growth in economic activity.
  • Service industries grew 13.7 per cent, from $282.2 million to $320.8 million in turnover, driven by notable increases in accommodation, trade, and administrative services. Goods-producing industries also increased by 3.9 per cent within the quarter and 12.8 per cent over September quarter 2024.
  • The graph below illustrates the quarterly trend in Gross Turnover for the Cook Islands from 2022 to 2025. Rarotonga continues to account for the bulk of economic activity and VAT collections, while Te Pa Enua shows greater variability reflecting its smaller economic base.
